April 13, 2017: Every monsoon, when the Brahmaputra overflows, it causes severe flooding and soil erosion through the length of Assam, displacing millions of humans, animals and destroying all in its course. The worst-affected are the chars (sandbars) and chaporis (river islands). Having borne decades of ravaging by the river, the people of Assam have resigned themselves to the recurrent disaster. Life must go on, they know, but putting up a brave face is easier said than done.

Washington, DC, April 12, 2017: U.S. Rep. Rodney Davis, along with the Illinois congressional delegation, sent a letter to the Federal Emergency Management Agency (FEMA) expressing concern over the impact FEMA’s Public Assistance deductible concept will have on states’ ability to receive federal assistance after a disaster occurs. FEMA’s Public Assistance deductible would require states to meet a predetermined, annual expenditure of state emergency management funds or disaster recovery costs to qualify for FEMA Public Assistance in the event of a natural disaster, which has the potential to delay federal disaster assistance and shift additional costs to state and local governments.
